Significant induced damages to critical facilities such as hospitals have occurred around the World following large ground motions despite better detailing in modern buildings leading to increased damages endurance and decreased collapse capability. Such damages need extensive repair or complete replacement of the building. In this paper, a loss-restoration approach for the evaluation of the seismic resilience of hospital buildings is presented. The approach is based on a normalized loss function and a linear restoration function for reinforced concrete (RC) hospital buildings in an average state of preparedness within a specific recovery time. Loss and recovery functions are related together to form the functionality of the system that is calculated right after an extreme event. The formulated approach is applied for hospital retrofitted RC buildings in which the collapse fragility analyses have been evaluated by using the incremental dynamic analysis (IDA) for different seismic hazard scenarios within the high-seismicity region. The selected retrofitting techniques include shear wall system, fluid viscous damper (FVD), and friction isolation system. The main application of the proposed framework is found in terms of loss-restoration and seismic resilience that will be well recognized by the decision-maker for better planning to mitigations and preventive actions before the extreme seismic events. This study also shows that the seismic resilience of the retrofitted buildings is improved in comparison to the un-retrofitted building.
