چکیده مقاله

Privatization in Iran faces numerous structural and operational challenges that have significantly influenced the dynamics of this process. Despite the transfer of many state-owned enterprises to entities closely associated with the government rather than the genuine private sector, ownership changes have often been superficial, leading to the empowerment of quasi-public institutions. Furthermore, the use of privatization as a tool to settle government debts has overshadowed its primary objectives and reduced the efficiency of the privatized enterprises. The lack of improved performance in transferred companies and the termination or suspension of several major enterprises reflect serious issues in post-privatization management and oversight. Moreover, the purely budget-oriented approach to privatization and mismanagement during execution have undermined trust between the government and the genuine private sector. This paper aims to analyze privatization in Iran as a dynamic phenomenon through a qualitative approach based on feedback structures. Since this process undergoes continuous transformations influenced by changes in policies, structures, and economic outcomes, it is essential for managers and policymakers to focus on feedback loops and assess their impacts. A thorough review of goals and execution methods is necessary.
