چکیده مقاله

This article conducts a dynamic analysis of the privatization process of state-owned enterprises and their transfer to the cooperative sector in Iran. The study aims to model and examine the key factors driving resistance, conflicts of interest, rent-seeking, and corruption during this transition. By adopting a systems dynamics approach, it explores how various stakeholders influence these issues and evaluates their long-term impacts on enterprise efficiency and productivity. Significant challenges include resistance from managers and employees of state-owned enterprises, who fear losing financial privileges, and the cooperative sector’s reliance on financial and managerial support. Moreover, inadequate oversight and flawed privatization procedures foster rent-seeking and corruption, derailing the process from its intended goals and undermining productivity and transparency. Through modeling feedback loops and stakeholder interactions, this study identifies strategies to mitigate resistance and address corruption. It also offers policy recommendations to enhance the privatization process and ensure a more effective transfer of state-owned enterprises to the cooperative sector
